We have a cat, had two, who behaved oddly when touched at the base of the tail. Turns out they had a form of epilepsy caused by some nerve damage probably at birth. The cat may not be able to help doing that. We had one that would bite himself and finally anyone who touched him there. The one we have left, his sister, bites herself if we touch her there. So it is probably kind of cruel to keep touching or brushing him there just to see him behave that way.
